Call To Action On Pennsylvania Kennel Legislation

The American Sporting Dog Alliance (ASDA) is urging all Pennsylvania dog owners and professionals to speak out now on proposed kennel and animal cruelty legislation. This legislation will be discussed this coming Wednesday, January 23, 2007, by the Pennsylvania Dog Law Advisory Board. It is very important to voice our concerns about this legislation before the meeting.

The role of public comments at this stage of the legislative process is not clear, but newspaper articles this week have reported that the Advisory Board will accept comments. Following this week’s meeting, draft legislation will be published in The Pennsylvania Bulletin, and another period for public comment will begin. This will lead to formal introduction of the measures into the Legislature. Gov. Ed Rendell supports tough kennel laws that ASDA believes will have a devastating impact on dog ownership in Pennsylvania.

The proposed new laws will force many well-run kennels to close their doors, make it almost impossible for professional trainers and handlers to stay in business, and result in the confiscation and euthanasia of thousands of dogs in Pennsylvania.

“An accused murderer would have far more legal protection than an honest and conscientious kennel operator,” Yates said. “This legislation would allow the Bureau of Dog Law Enforcement to ride roughshod over every Pennsylvanian’s constitutional rights, and result in the creation of what is virtually a police state for anyone who owns a dog.”

Yates urges Pennsylvania sporting dog owners and professionals to take four actions before Wednesday:

1. First, please join The American Sporting Dog Alliance. We need your help to combat this legislation, to present a unified front to state lawmakers, and to speak with a powerful voice that represents sporting dog owners in this state. 2. Submit your comments on this legislation as soon as possible to the Dog Law Advisory Board and the Bureau of Dog Law Enforcement. John Gibble is the sporting dog representative on the Advisory Board. His email is John.Gibble@usace.army.mil . Mr. Gibble is a very active beagler and a strong advocate for us on the Advisory Board. While the overall make-up of the Board is a stacked deck against us, Mr. Gibble is a staunch ally. Gov. Rendell has appointed Sue West, a Humane League of Lancaster County activist, to head the Bureau of Dog Law Enforcement. Ms. West begins work on Monday, Jan. 21, and her email is not yet available. The Acting Director is Rickee Miller. Her email is rickemille@state.pa.us .
3. If at all possible, please plan to attend Wednesday’s Advisory Board meeting. A show of support for dog owners might do some good. Please be prepared for a lot of animal rights activists to attend the meeting as well, as they have been organizing for more than a year. At a meeting last year, advocates for kennels and dog ownership were ruled out of order, silenced by the Board chairperson and heckled. The meeting is scheduled for 1 p.m. in the upstairs cafeteria (VIP Lounge) at the Farm Show Building in Harrisburg, PA.
4. Please send or forward this announcement to everyone you know who has dogs, hunts and/or might support us. We need to get the word out to as many people as possible, as quickly as possible.
